根據省委省政府改革部署，原江西省水利科學研究院（成立于1954年）、江西省水土保持科學研究院（成立于1956年）合并，成立江西省水利科學院，并于2020年12月27日正式掛牌。江西省水利科學院隸屬于江西省水利廳，是集水利水電與水土保持科學研究、技術服務和成果推廣為一體的公益性省級科研機構。江西省水資源管理中心、江西省大壩安全管理中心為院同設機構。
單位職能：主要承擔重大水問題的科學研究、水利水電與水土保持研究和技術服務，水利相關政策、技術規范和標準的研究與評估，水利前期規劃和立項論證、技術方案及行業技術管理等支撐服務，開展水土保持監測、水利科技成果轉化推廣及科普教育等。
核定內設機構12個：綜合辦公室、科研技術科、科技服務科、財務審計科、科研基地管理科、水利規劃與發展研究所、水資源與水生態環境研究所、防災減災與水工程安全研究所、建材與巖土研究所、智慧水利研究所、農村水利研究所、水土保持研究所。
院本部（不含下屬2個公司）現有職工368人，其中專業技術人員297人。碩士及以上學歷243人，占總人數的62.8%，其中博士研究生50人（含在讀博士9人）、碩士研究生193人；正高34人、副高110人、工程師113人。享受國務院特殊津貼2人、全國創新爭先獎1人、中國科協青年人才托舉工程人選1人、“雙千計劃”人選2人、江西省百千萬人才工程人選10人、“雙高工程”人選3人、省主要學科學術和技術帶頭人2人、省贛鄱俊才支持計劃2人。
我院擁有鄱陽湖模型試驗研究基地（位于共青城市，占地500畝）、江西水土保持生態科技園（位于德安縣，占地1200畝）、農村水利科研示范基地（位于南豐縣，占地580畝）三個大型科研基地。擁有水利部鄱陽湖水資源水生態環境研究中心、水旱災害防御江西省重點實驗室、流域水土保持江西省重點實驗室、江西省水工安全工程技術研究中心、博士后科研工作站、鄱陽湖流域生態水利技術創新中心等六個科研平臺。擁有水土保持和水資源保護與利用省級優勢科技創新團隊。
“十三五”以來，我院累計獲批立項科研項目680余項，在國家重點研發項目、國家自然科學基金項目、江西省“揭榜掛帥”重大科技專項、國家科技獎后備培育計劃項目、江西省重點研發項目、水利部行業科研專項等國家級、省部級科研項目上實現量質雙高。累計獲得國家級、省部級、地廳級等各級各類科技獎勵123項，其中，獲得省科技進步一等獎4項、二等獎6項、三等獎6項，大禹水利科學技術獎二等獎2項、三等獎7項、科普獎1項，中國水利工程優質（大禹）獎1項，中國水土保持學會優秀設計獎一等獎2項、二等獎3項、三等獎1項、科學技術獎三等獎6項，長江科學技術獎二等獎4項、科普獎1項，贛鄱水利科技獎66項。發表期刊論文1230余篇（其中SCI 134篇、EI 65篇、中文核心366篇）；獲國家發明專利76項、實用新型專利211項、外觀設計專利21項；出版物36部；制訂修訂標準規范50項。
我院擁有大壩安全鑒定、水庫蓄水安全鑒定、水閘安全鑒定、巖土工程類檢測、混凝土工程類檢測、量測類檢測、金屬結構類檢測、機械電氣類檢測、水資源論證、水文水資源調查評價10項甲級資質；土地規劃、土地整治工程規劃設計、工程咨詢、工程設計水利行業河道整治專業、工程設計水利行業5項乙級資質。生產建設項目水土保持方案編制單位水平評價證書（五星），生產建設項目水土保持監測單位水平評價證書（五星）；江西省國土整治與修復工程規劃設計機構信用等級（AAA），江西省土地規劃機構信用等級（AAA）。在水旱災害防御、水利工程規劃設計、物理模型試驗、工程質量與建材檢測、水工程安全監測與評價、水資源綜合調控與管理、水生態環境保護與綜合治理、農村水利、智慧水利、水土流失防治、土地整治規劃設計等方面為行業及社會提供技術服務，得到各方的充分肯定。
我院始終堅持黨建引領發展、服務發展，在黨建引領下，科技創新、支撐服務、人才建設、管理改革“四輪”驅動，協同發力，在接續奮進中開啟水利科技事業高質量跨越式發展新征程；注重創新文化建設，挖掘和傳承本院深厚的歷史文化底蘊，形成了具有江西水利科技特色的創新文化，成為了我院改革創新、趕超發展、爭創一流的精神燈塔。爭先創優成效顯著，榮獲第六屆全國文明單位、全國水利文明單位、全國工人先鋒號、全國抗洪先進單位、全國青年文明號、全國水利系統先進集體、全國水利科技工作先進集體、全國“巾幗文明崗”、全國水土保持工作先進集體、國家水情教育基地、全國科普教育基地、江西省五一勞動獎狀等各級榮譽，一批先進個人獲得各類表彰。
我院秉持“嚴謹、求是、高效、創新”的科學精神，緊緊圍繞江西綠色崛起和永葆鄱陽湖一湖清水的大局，立足江西、面向全國、放眼世界，堅持“科研立院、人才強院、服務興院”的辦院理念，以科技創新“四個面向”為總遵循，勇當鄱陽湖流域生態水利科技的領軍人、南方水土保持科技的排頭兵，現已發展成為國內一流省級水利科技強院，正在向建設“有區域和學科特色國內一流現代化水利科學院”的目標邁進。

Jiangxi Academy of Water Sciences and Engineering, or JAWSE, was established on December 27, 2020, by merging the former Jiangxi Provincial Institute of Hydraulic Sciences (founded in 1954) and the Jiangxi Provincial Institute of Soil and Water Conservation Science (founded in 1964). JAWSE, affiliated to Water Resource Department of Jiangxi Province, is a non-profit provincial institution integrating scientific research, technical services and achievements promotion of water conservancy, hydropower and soil and water conservation. Jiangxi Provincial Water Resources Management Center and Jiangxi Provincial Dam Safety Management Center are the same institution as JAWSE.
JAWSE mainly undertakes scientific research on major water issues, technical services of water conservancy, hydropower and soil and water conservation, research and evaluation on water resource related policies, technical specifications and standards, support services of water conservancy related pre-planning and project establishment demonstration, technical solutions and industry technical management, and carry out soil and water conservation monitoring, water conservancy related scientific and technological achievements transformation, promotion and application, popularization and science education, etc.
JAWSE has 12 approved internal departments as follows: Integrated Office, Department of Scientific Research and Technology, Department of Science and Technology Service, Department of Financing and Auditing, Department of Scientific Research Base Management, Institute of Water Resources Planning and Development, Institute of Water Resources and Aquatic Ecology, Institute of Disaster Prevention and Mitigation and Water Engineering Safety, Institute of Building Materials and Geotechnical Engineering, Institute of Smart Hydraulic Engineering, Institute of Rural Water Resources, and Institute of Soil and Water Conservation.
By August 2024, JAWSE headquarters (excluding two subordinate companies) has 368 staff members, including 297 professional and technical personnel. There are 50 people holding PhD degrees and 193 people holding master degrees, accounting for 68.5% of the total staff. There are 34 senior engineers, 110 associate senior engineer, and 113 engineers. There are 2 experts entitled to special allowances from the State Council, 1 expert awarded the National Innovation Excellence Award, 1 expert selected for the China Association for Science and Technology Youth Talent Promotion Project, 2 experts selected for the Double Thousand Plan of Jiangxi Province, 11 experts selected for the Jiangxi Province Hundred and Ten Thousand Talents Project, and 2 experts selected for the Double High Project of Jiangxi Province.
JAWSE has 3 large-scale scientific research bases as follows: Poyang Lake Model Experimental Research Base (located in Gongqing City, Jiangxi Province, China, covering an area of 500 mu), Jiangxi Soil and Water Conservation Ecological Science Park (located in De'an County, Jiangxi Province, China, covering an area of 1,200 mu), and Rural Ecological Water Conservancy Research and Demonstration Base (located in Nanfeng County, Jiangxi Province, China, covering an area of 580 mu). It has six scientific research platforms, including Poyang Lake Water Resources and Water Ecology and Environment Research Center of the Ministry of Water Resources, Jiangxi Key Laboratory of Flood and Drought Disaster Defense, Jiangxi Key Laboratory of Watershed Soil and Water Conservation, Jiangxi Provincial Hydraulic Safety Engineering Technology Research Center, Postdoctoral Research Station, and Jiangxi Provincial Eco-hydraulic Technology Innovation Center of Poyang Lake Basin. It has a provincial superior scientific and technological innovation team for soil and water conservation and water resources protection and utilization.
Since 2016, JAWSE has been approved for a total of more than 680 scientific research projects, achieving breakthroughs in both quantity and quality in national, provincial and ministerial scientific research projects such as the National Key R&D Project, the National Natural Science Foundation of China, the Jiangxi Provincial "Unveiling the Leader" Major Science and Technology Project, the National Science and Technology Award Reserve Cultivation Program Project, the Jiangxi Provincial Key R&D Project, and the Ministry of Water Resources' Industry Scientific Research Project. JAWSE has won 123 provincial, ministerial and prefectural and departmental science and technology awards, including 4 first prizes, 6 second prizes and 6 third prizes of Scientific and Technological Progress Awards of Jiangxi Province, 2 second prizes, 7 third prizes, 1 science popularization prize of Dayu Water Conservancy Science and Technology Award, 1 China Water Conservancy Engineering Quality Award, 2 first prizes, 3 second prizes and 1 third prize of the Excellent Design Award of the China Society of Water and Soil Conservation, 6 third prizes of the Science and Technology Award of the China Society of Water and Soil Conservation, and 4 second prizes and 1 science popularization prize of the Yangtze River Science and Technology Award. Besides, it also has won 66 Jiangxi Provincial Water Science and Technology Awards. JAWSE has published 1230 journal papers (including 134 SCI, 65 EI, and 366 Chinese core), and obtained 76 invention patents, 211 utility patents, and 21 design patents, published 36 books, and formulated or revised 50 standards and specifications.
JAWSE has 10 Grade A qualifications for dam safety identification, reservoir water storage safety identification, sluice safety identification, geotechnical engineering testing, concrete engineering testing, measurement testing, metal structure testing, mechanical and electrical testing, water resources demonstration, hydrological and water resources investigation and evaluation. JAWSE also has 5 Grade B qualifications for land planning, land reclamation engineering planning and design, engineering consulting, water conservancy engineering design, water conservancy (river improvement) engineering design. JAWSE also has the highest level (5 stars) evaluation certificate for both program preparation and monitoring of production and construction projects soil and water conservation. JAWSE also has been certified as Jiangxi Province AAA design agency credit rating on both land planning and land reclamation engineering planning and design. JAWSE has provided technical services for the industry and society in flood and drought disaster prevention, hydraulic project planning and design, physical model testing, engineering quality and building materials testing, hydraulic engineering safety monitoring and evaluation, comprehensive regulation and management of water resources, water ecological environmental protection and comprehensive management, rural water conservancy, smart water conservancy, soil erosion prevention and control, land consolidation planning and design, which has been fully affirmed by all stakeholders.
JAWSE has always adhered to leading development and serving development through Party building. JAWSE has achieved remarkable results with wining amounts of honors in striving for excellence, including the 6th National Civilized Unit, National Water Conservancy Civilized Unit, Jiangxi Provincial Civilized Unit, National and Provincial Youth Civilized Units, National Advanced Units in Flood Resistance, National Advanced Collective in Water Conservancy System, National Advanced Collective in Water Science and Technology Work, National Women Civilized Posts, National Advanced Collective in Soil and Water Conservation Work, National Water Situation Education Base, National Science Public Education Base, Jiangxi Provincial Worker Pioneer Unit, and Jiangxi Provincial May 1st Labor Award, etc. Besides, a group of advanced individuals have won various commendations.
JAWSE adheres to the scientific spirit of "rigorous, truth-seeking, efficient and innovative", closely focuses on the overall situation of Jiangxi's green rise and the eternal maintenance of the clear water of Poyang Lake. Based on Jiangxi, facing the whole country and looking at the world, JAWSE adheres to the management philosophy of "research-oriented, talent-strengthened, and service-promoted". Guided by the overall principle of "four orientations" for technological innovation, JAWSE strives to be the leader of ecological water conservancy science and technology in the Poyang Lake Basin and the vanguard of soil and water conservation science and technology in southern China. JAWSE has now developed into a first-class provincial water conservancy institute in China, and is moving towards the goal of building a "domestic first-class modern hydraulic academy with regional and disciplinary characteristics".
